今天，我們很高興在這里歡聚一堂，慶祝中華人民共和國(guó)成立五十四周年。

It is a great pleasure to join you all today to celebrate the 54th anniversary of the founding of the People's Republic of China.

今年以來(lái)，我們國(guó)家有兩件大事為世界矚目：一是國(guó)家領(lǐng)導(dǎo)換屆；一是抗擊非典疫癥。我們很高興看到：新一屆國(guó)家領(lǐng)導(dǎo)人在今年年初順利產(chǎn)生。新領(lǐng)導(dǎo)集體上任之初，就面對(duì)著突入其來(lái)的非典疫癥。他們堅(jiān)強(qiáng)地帶領(lǐng)全國(guó)人民與非典疫癥進(jìn)行了驚心動(dòng)魄、堅(jiān)苦卓絕的抗?fàn)帲罱K取得了重大的勝利。新一屆中央政府在領(lǐng)導(dǎo)人民與疫癥抗?fàn)幍耐瑫r(shí)，卓有成效地引領(lǐng)國(guó)家在過(guò)去十幾年打下的良好基礎(chǔ)上，朝向新的高峰前進(jìn)，保持整體經(jīng)濟(jì)快速健康增長(zhǎng)和良好的發(fā)展勢(shì)頭。全國(guó)社會(huì)穩(wěn)定，政治穩(wěn)定，處處呈現(xiàn)出生機(jī)勃勃的景象。在一個(gè)近十三億人口的國(guó)家，能夠使人民的生活達(dá)到小康水平，是中華民族發(fā)展歷史上一個(gè)新的里程碑。我們?yōu)榇烁械綗o(wú)比驕傲和自豪。

This year, the world has witnessed two major events in China: the change of state leadership and the combat against SARS. We rejoiced early this year as our new state leaders were inaugurated. No sooner had they taken office than SARS broke out. With determination, our leaders mobilised the whole nation to fight an arduous and soul-stirring battle against the disease, winning a significant victory at last. In the midst of this challenge, working from the solid foundation laid in past decades, our Central leadership has taken us to even greater heights. The economy has experienced rapid and healthy growth and is sustaining its momentum. Social and political stability throughout the country makes for a vibrant outlook. Building a well-off society for about 1.3 billion people is an impressive landmark in the history of the Chinese nation. Our pride and joy in this accomplishment is overwhelming.

我們偉大的祖國(guó)，堅(jiān)定不移地沿著一條正確、 成功的路線，以更加積極的姿態(tài)、更大的規(guī)模和更高的水平持續(xù)發(fā)展，用中國(guó)人的勤勞、勇敢和智能，為十三億人民的福祉，為人類文明的進(jìn)步，書(shū)寫更加輝煌的篇章。

Our great motherland is marching steadfastly on the path to success. Future development will be even more ambitious in approach, more massive in scale and more exacting in its standards. With the assiduity, courage and wisdom of the Chinese people, we are about to write a new and even more brilliant chapter in the lives of our 1.3 billion countrymen and the advancement of human civilization.

香港在國(guó)家走向盛世的背景下回歸到祖國(guó)的懷抱，實(shí)行“一國(guó)兩制”，是我們香港人的幸運(yùn)。國(guó)家的強(qiáng)大、穩(wěn)定和快速有序的發(fā)展，不僅為香港的穩(wěn)定繁榮提供了切實(shí)的保障，更為我們開(kāi)創(chuàng)美好的將來(lái)，締造了空前良機(jī)。

We are lucky to have returned to the motherland under "One Country, Two Systems" at the time of her rise to power. A strong and stable country developing in such a rapid and orderly way is not only a sound safeguard for Hong Kong's stability and prosperity; it opens up unprecedented opportunities to build an even better Hong Kong.

我們清晰知道，振興經(jīng)濟(jì)、改善民生、改善施政、依照基本法推動(dòng)香港民主向前發(fā)展，是市民對(duì)本屆政府的訴求，也是本屆政府義不容辭的責(zé)任。確保社會(huì)穩(wěn)定，充分抓住機(jī)遇，全力振興經(jīng)濟(jì)，更是全體市民的迫切愿望。特區(qū)政府將竭盡所能，通過(guò)促進(jìn)經(jīng)濟(jì)穩(wěn)步發(fā)展紓解民困；通過(guò)不斷改善施政化解民怨；通過(guò)同市民一起共創(chuàng)美好未來(lái)，繼續(xù)為國(guó)家多作貢獻(xiàn)凝聚民心。具體來(lái)說(shuō)，我們現(xiàn)在必須落實(shí)香港與廣東、上海及內(nèi)地的經(jīng)貿(mào)合作，必須加快落實(shí)香港與珠江三角洲的各項(xiàng)大型基建項(xiàng)目，必須鞏固“香港個(gè)人游”的成果，必須適當(dāng)調(diào)整財(cái)政政策，提出穩(wěn)定樓市措施等等具體并快見(jiàn)成效的工作，推動(dòng)經(jīng)濟(jì)復(fù)蘇，促進(jìn)經(jīng)濟(jì)成功轉(zhuǎn)型。

We are fully aware that our people expect the SAR Government, during its current term, to revitalise the economy, improve people's livelihood, improve standards of governance and promote democratic advancement according to the Basic Law. Indeed, our duties in these areas are unshirkable. The entire community shares the goals of ensuring social stability and grasping each and every opportunity to stimulate our economy. The SAR Government will do all it can to alleviate people's hardships by fostering steady economic advancement; to redress public grievances by improving governance; and to contribute further to the country and social solidarity by working with the people to achieve a better futrue. In particular, we must pursue our drive for closer economic partnership with Guangdong, Shanghai and the rest of the Mainland. We must speed up the infrastructural projects linking Hong Kong and the Pearl River Delta. We must consolidate the benefits of the "individual visits to Hong Kong" programme. We must refine our fiscal policies and put forward initiatives to stabilize the property market, at the same time as we adopt other concrete and fast-yielding measures. We must strive to revive the economy and achieve successful economic restrcuturing.

各位嘉賓、各位朋友，我們正處于中國(guó)近代歷史上最穩(wěn)定、最持久的和平發(fā)展時(shí)期。中華民族奮發(fā)振興的歷史進(jìn)程，“一國(guó)兩制”的偉大事業(yè)，有一次將香港帶到新希望的起點(diǎn)。香港市民不但是香港的主人翁，也是我們國(guó)家的主人翁。我們個(gè)人的前途是與香港的前途聯(lián)系在一起的，香港的前途是與我們國(guó)家的前途聯(lián)系在一起的。我深信，香港市民一定能夠以主人翁的姿態(tài)，抓住機(jī)遇，善用機(jī)遇，實(shí)現(xiàn)自己的抱負(fù)，建設(shè)香港的未來(lái)，共同追求民族振興的宏偉目標(biāo)。

Ladies and gentlemen, We are witnessing one of the most steady and enduring periods of peaceful reformation in contemporary Chinese history. The rise of the Chinese nation and the cause of "One Country, Two Systems" are leading Hong Kong into yet another era of prosperity. The people of Hong Kong are not only masters of Hong Kong's destiny, but of China's as well. The future of each individual in Hong Kong is linked to the future of Hong Kong as a whole, just as Hong Kong's future is linked to China's. I am confident that Hong Kong people will take up the role of master and capitalise on every opportunity to realise their visions, to work for a better Hong Kong and to pursue the glorious goal of national revival.
