A recent China Central Television report said Chinese search engine giant Baidu was allowing fraudulent websites to appear within its promoted links. The report alleges that Baidu's "Phoenix Nest" advertising system makes little attempt to discern real websites from fraudulent ones, and that page rankings for promoted sites are determined entirely by how much advertisers are willing to pay.

But later some reporters discovered that Baidu had not ended these practices. Here is a customer representative from .

"Sometimes our front desk at the headquarters office isn't open to such business, but we can send a manager to talk to someone in person regarding the cooperation. Because of the recent reports about us, we decided at a meeting that we would not receive customers in this manner and that we would only ask a manager to visit the client."

But eventually someone from Baidu agreed to meet a reporter who posed as a potential client at a Baidu company office. When asked what kind of procedures the company used to promote the website's link, a Baidu manager surnamed Liu said the process was quite simple.

"We only need your signature and your ID card. Plus, we need a picture of your website's home page."

The reporter paid him a 600-yuan service fee and transferred five-thousand yuan into Baidu's account as an initial payment. During the entire process Baidu's staff did not examine the reporter's website to determine if it was fraudulent. Very simply, both parties agreed to a Baidu promotion contract without any further investigation. Hu Gang from China Internet Association says:

"We can clearly see that as an industry giant playing a dominant role in the whole market has misused its right to achieve the highest profit. It has messed up the market order and hurt many consumers' rights."

It's not the first time Baidu has faced such harsh public criticism from the Chinese media. In recent years, Baidu was found to have listed websites selling fake drugs and made fraudulent advertisements.

It was reported that Baidu and other search engines made a fortune from advertising three major sites that sold counterfeit medicine. The culprits behind those sites managed to scam more than three-thousand people. Now the search engine is facing sharp questions from the Chinese public about its social responsibility.
