Ladies and gentlemen,

國際產(chǎn)能合作是一項系統(tǒng)性工程，海上絲路是一篇大文章。中國愿同東盟國家和海上絲路沿線國家一道，推動產(chǎn)能合作走向深入，為各自發(fā)展和互利合作再添動力。我有幾點想法愿同大家分享：
International production capacity cooperation is a systematic project, and the Maritime Silk Road is a long-term project. China is willing to work with ASEAN countries and countries along the Maritime Silk Road to deepen production capacity cooperation so as to inject impetus into respective development and mutually beneficial cooperation. In this regard, I would like to share a few ideas with you:

第一，深入發(fā)展中國—東盟關系。面向下一個25年，中方愿同東盟一道，牢牢把握雙方關系發(fā)展的大方向，進一步加深戰(zhàn)略溝通，加強發(fā)展戰(zhàn)略和路徑對接，推進落實“2+7合作框架”，推動中國—東盟關系從快速發(fā)展的“成長期”邁入提質(zhì)升級的“成熟期”，建設更為緊密的中國—東盟命運共同體，讓合作的成果更好地造福于本地區(qū)國家和人民。
Firstly, we should deepen China-ASEAN relations. In the next 25 years, China is willing to, together the ASEAN, firmly grasp the general direction of the development of bilateral relations, further strengthen strategic communication, enhance the docking of development strategies and paths, propel the implementation of the “2+7 cooperation framework”, and usher China-ASEAN relations from the “growth stage” of rapid development into the “mature stage” of quality improvement and upgrade so as to forge an even closer China-ASEAN community of common destiny and let the cooperation results better benefit regional countries and their people.

第二，著力打造亮點工程。我們要繼續(xù)秉持務實高效的合作態(tài)度，扎實推進中老鐵路、中泰鐵路和印尼雅萬高鐵等互聯(lián)互通基礎設施項目建設，爭取早日形成泛亞鐵路網(wǎng)，打造區(qū)域互聯(lián)互通典范。我們要進一步規(guī)劃好中老、中馬、中緬、中印尼等產(chǎn)業(yè)園區(qū)建設，優(yōu)化產(chǎn)業(yè)鏈分工布局，加快地區(qū)產(chǎn)業(yè)升級，服務地區(qū)發(fā)展。
Secondly, we should strive to build highlight projects. We should continue to assume a cooperation attitude of pragmatism and efficiency, and make steady headway in the construction of connectivity infrastructure projects, such as China-Laos Railway, China-Thailand Railway, and the Jakarta-Bandung High-speed Railway, so as to form the Trans-Asia Railway Network at an early date and set an example for regional connectivity. We must further well plan the construction of China-Laos industrial park, China-Malaysia industrial park, China-Myanmar industrial park, China-Indonesia industrial park and other industrial parks, optimize the layout of the industrial chain, accelerate regional industrial upgrade, and serve regional development.

第三，用好機制平臺。我們要充分發(fā)揮中國—東盟領導人會議引領作用，及中國—東盟博覽會等平臺作用，促進產(chǎn)能合作集群式發(fā)展。瀾湄合作是中國與東盟國家合作的新亮點和增長點，產(chǎn)能合作是瀾湄合作的優(yōu)先領域。我們要用好瀾湄合作機制，落實好早期收獲項目，完善次區(qū)域合作，促進區(qū)域產(chǎn)業(yè)鏈融合發(fā)展。
Thirdly, we should make the most of mechanisms and platforms. We should give full play to the leading role of China-ASEAN Summit and take full advantage of such platforms as the China-ASEAN Expo to bolster the cluster development of production capacity cooperation. Lancang-Mekong cooperation is a new highlight and growth point of China-ASEAN cooperation, and production capacity cooperation is a preferential field in Lancang-Mekong cooperation. We must make full use of the Lancang-Mekong cooperation mechanism, earnestly carry out early-harvest projects and improve sub-regional cooperation, so as to promote the integrated development of regional industrial chains.

第四，加快海上絲路建設。我們要繼續(xù)深化同東盟國家的海洋經(jīng)濟、海上聯(lián)通、海上安全、海洋人文、科研環(huán)保等合作，同巴基斯坦、斯里蘭卡等其他海上絲路沿線國家加強各領域務實合作，加快中巴經(jīng)濟走廊、孟中印緬經(jīng)濟走廊等項目建設，推動產(chǎn)能合作向更寬領域、更高層次發(fā)展，助推“一帶一路”建設早收碩果。
Fourthly, we should accelerate the construction of Maritime Silk Road. We should continue to deepen cooperation with ASEAN countries in marine economy, maritime connectivity, maritime security, maritime people-to-people and cultural exchanges, environment protection, scientific research and other areas, strengthen practical cooperation with Pakistan, Sri Lanka and other countries along the Maritime Silk Road, speed up the construction of projects including the China-Pakistan Economic Corridor and the Bangladesh-China-India-Myanmar Economic Corridor, expand production capacity cooperation to wider fields and higher levels, and aid early harvest results from the “Belt and Road” construction.
