中方支持并高度贊賞俄羅斯倡議召開此次安理會部長級會議。解決中東地區(qū)沖突,消除恐怖主義威脅,這是世界和平所系,也是安理會職責(zé)所在。
China supports and highly appreciates Russia for proposing this ministerial meeting of the Security Council. To resolve conflicts in the Middle East and remove the threats of terrorism bears on the future of world peace and is the responsibility of the Security Council.

中東地區(qū)正面臨令人擔(dān)憂的嚴(yán)峻形勢。國家分歧、教派紛爭、民族矛盾彼此作用,戰(zhàn)亂沖突、人道災(zāi)難、恐怖威脅相互交織。三歲難民孩童命喪海灘的畫面,深深撞擊人類道德的底線,嚴(yán)肅拷問國際社會的良知。
The situation in the Middle East region is serious and disturbing. Differences among nations, religious sects and ethnic groups aggravate one another. Wars and conflicts, humanitarian disasters and terrorist threats are interwoven. The image of the drowned Syrian boy challenges human morality and questions the conscience of the international community.

今天,我們聚集在安理會大廳,不能僅僅是為了發(fā)表一番感慨和議論,而是應(yīng)認(rèn)真反思中東亂局的根源所在,公正客觀把握地區(qū)形勢的走向,努力尋找切實(shí)有效的解決途徑,力爭形成各方都能認(rèn)可的和平框架。更重要的是,抓住機(jī)遇,采取行動,打破中東動蕩不止的怪圈,履行聯(lián)合國憲章賦予安理會的職責(zé),回應(yīng)國際社會尤其是中東地區(qū)人民對我們的期待。
Today, we are gathered here at the Security Council Chamber not to do empty talk, but to reflect on the root causes of the turmoils of the Middle East, make a just and objective projection of the regional situation, seek a feasible and effective solution, and strive to build a framework of peace that can be accepted by all parties. More importantly, we are here to seize opportunity and take action to break the vicious cycle of incessant turbulence in the Middle East, honor the mandate entrusted to the Security Council by the UN Charter and meet the expectations on us from the international community and especially from the people of the Middle East.

中方希望國際社會和中東地區(qū)各國人民一道,建設(shè)一個(gè)和平、寬容、自強(qiáng)的中東。
China hopes that the international community and people of the Middle East will jointly build a Middle East of peace, tolerance and self-advancement.

人們首先需要一個(gè)和平的中東。動蕩是禍,穩(wěn)定是福,和平彌足珍貴。聯(lián)合國70年的歷史,寫滿了中東的戰(zhàn)火硝煙,伴隨著無辜民眾的流離失所。中東歷史一再告訴我們,武力無法最終解決問題,仇恨只能使希望破滅。只有彼此尊重才能和平共處,只有堅(jiān)持對話才能化解矛盾,只有增進(jìn)友誼才能開辟未來。這是國際社會的美好期望,也是中國外交的努力方向。
First and foremost, people need a Middle East of peace. Stability is a blessing while turmoil brings peril. Peace is the most precious. The 70-year history of the UN has all along witnessed the gunsmoke in the Middle East and the displacement of innocent civilians. The history of the Middle East told us time and again that violence cannot win peace and hatred never brings hope. Violence cannot fully bring the problem to an end and hatred will only extinguish hope. Only by respecting each other can people live together peacefully, only by adhering to dialogue can problems be resolved and only by promoting friendship can a better future be created. This is what the international community hopes to see and what China’s diplomacy aims to achieve.

人們需要一個(gè)寬容的中東。歷史上,中東曾是文明的搖籃,有著輝煌的歷史,為人類社會的進(jìn)步發(fā)展做出過重大貢獻(xiàn)。文明的發(fā)達(dá)和文化的自信也使中東地區(qū)成為東西方文明相互借鑒交融的重要平臺。21世紀(jì)的今天,不同文明的相處更需要和而不同的精神,時(shí)代的進(jìn)步呼喚海納百川的胸襟。不同信仰應(yīng)包容互鑒,各個(gè)族群應(yīng)和諧共存。
People need a Middle East of tolerance. The Middle East region, once a cradle of human civilization, boasts a glorious history with major contribution to human progress. Its flourishing civilization and cultural confidence has made this region an important platform for exchanges and integration of Eastern and Western civilizations. In the 21st century, co-existence of civilizations requires the spirit of harmony without uniformity more than before and progress of the society calls for inclusiveness and broad-mindedness. Different religions should tolerate and learn from each other and various ethnicities should live in harmony.

人們需要一個(gè)自強(qiáng)的中東。中東是這一地區(qū)各國人民的共同家園,中東的前途和命運(yùn)最終應(yīng)該由地區(qū)國家共同協(xié)商掌握。域外國家可以提供幫助,但不應(yīng)動輒干涉別國內(nèi)政,更不應(yīng)輕易將特定模式強(qiáng)加于人。地區(qū)秩序應(yīng)該基于聯(lián)合國憲章,由地區(qū)國家主導(dǎo),符合地區(qū)實(shí)際,順應(yīng)地區(qū)人民需要。
People need a Middle East of self-advancement. The Middle East is the home of all the peoples in the region. Therefore, its future and destiny should be determined by countries in the region through consultation. Countries outside the region may provide help but should avoid interfering in the internal affairs of other countries or, even less so, imposing a specific model on them. Regional order should be shaped by countries in the region on the basis of the UN Charter and in light of the circumstances on the ground and the needs of the people there.

敘利亞危機(jī)已延宕近五年。國際社會不能袖手旁觀,也不應(yīng)任意干涉。各方應(yīng)加大人道主義援助,尤其是解決好當(dāng)前十分突出的難民潮問題,不能讓悲劇一再重演。我們歡迎歐盟國家為此做出更大的努力。敘利亞周邊國家已在過去幾年中接納了400多萬敘利亞難民,承擔(dān)著更大、更直接的壓力。忘記他們的努力,忽視他們的困難,既不客觀,也有失公允。
The Syrian crisis has been lingering on for almost five years. The international community should not stand by and do nothing, nor should it intervene arbitrarily. We need to step up humanitarian assistance. In particular, the growing tension around the migrant crisis needs to be addressed to avoid more tragedies. We welcome greater efforts by the EU member states to this end. Syria’s neighboring countries, which have received more than 4 million Syrian refugees over the past few years, face even greater and more immediate pressure. It is both unfair and unreasonable to forget their efforts and ignore their difficulties.

政治解決敘利亞危機(jī)是根本之道。這需要走出一條借鑒國際和地區(qū)有益經(jīng)驗(yàn),符合自身國情,兼顧各方利益的中間道路。伴隨著暴力恐怖勢力抬頭和難民潮的蔓延,各方更加意識到政治解決敘利亞問題的必要性和緊迫性。中方呼吁各方抓住政治解決意愿上升的機(jī)遇,積極考慮召開第三次日內(nèi)瓦會議,推動重啟不設(shè)置前提、不預(yù)斷結(jié)果、所有沖突各方均能參加,并具有包容性的政治過渡進(jìn)程,在國際社會的幫助下,在安理會的支持下,最終由敘利亞人民以自主自愿的方式,決定國家的未來。潘基文秘書長及德米斯圖拉特使正在為此進(jìn)行積極的斡旋,中方希望各方都能一致支持聯(lián)合國為此做出的努力,并為這努力的成功,創(chuàng)造條件,積累共識,營造環(huán)境。
Political settlement is the only way out of the Syrian crisis. To achieve this, parties need to find a middle way that draws on workable practices of other countries and regions, suits Syria’s national conditions, and accommodates the interests of all parties. The resurgence of violent and terrorist forces and the spread of migrant crisis have further driven home to all parties the necessity and urgency of seeking a political settlement to the Syrian issue. China calls on all parties to seize the opportunity arising from a growing desire for political settlement, give positive consideration to the convening of the Geneva III Conference on Syria, and push for the restart of an inclusive political transition process that does not set preconditions or pre-determined results and involves all parties to the conflict. Let the Syrian people decide for themselves the future of their country with the help of the international community and the support of the UN Security Council. To achieve this goal, UN Secretary-General Ban Ki-moon and Special Envoy de Mistura are making active mediation efforts. China hopes all parties will unite behind the UN endeavor in this regard and create conditions, build consensus and foster an enabling environment for it to succeed.

中國對近期以色列同巴勒斯坦在阿克薩清真寺地區(qū)發(fā)生沖突表示嚴(yán)重關(guān)切。暴力永遠(yuǎn)帶不來真正的安全,只會延續(xù)仇恨。中國一貫堅(jiān)定支持盡快恢復(fù)巴勒斯坦人民的合法權(quán)利,實(shí)現(xiàn)巴勒斯坦和以色列兩個(gè)國家的和平共處。國際社會應(yīng)共同努力,推動巴以雙方在一個(gè)基礎(chǔ)廣泛、主要各方都直接參與的平臺上盡快再次談起來。只有談起來,和平才有希望,未來才有希望。
China is deeply concerned about the recent conflict between Israel and Palestine in the Al-Aqsa Mosque area. Violence never brings real security; it only entrenches hatred. China firmly supports the early restoration of the Palestinian people’s lawful rights, and the realization of the peaceful co-existence between the two states of Palestine and Israel. The international community should work together to facilitate the restart of talks between Palestine and Israel on a broad-based platform with the direct participation of all major parties concerned. Only talks can bring hopes for peace and a better future.

恐怖主義是人類公敵。中東局勢演變到今天一再說明,恐怖主義沒有好壞之分,反恐不能搞雙重標(biāo)準(zhǔn)。打擊一切形式的暴力恐怖行徑,應(yīng)該成為地區(qū)國家和國際社會的共同職責(zé)和優(yōu)先任務(wù)。
Terrorism is a common scourge of mankind. The evolving situation in the Middle East has repeatedly shown that terrorist activities are all the same in nature and, to fight them, we must not adopt double standards. Combating violent terrorism in all its manifestations should be the shared responsibility and priority for countries in the region and the international community.

中方主張?jiān)诼?lián)合國的框架下,開展廣泛、綜合性的國際反恐合作,國際反恐合作的重點(diǎn)應(yīng)包括:打擊網(wǎng)絡(luò)恐怖主義;防范暴力極端思想;切斷恐怖資金渠道;阻斷恐怖人員流動;加強(qiáng)反恐情報(bào)交流;充分發(fā)揮安理會的作用。
China calls for broad-based and comprehensive international counter-terrorism cooperation under the UN framework. Such cooperation should include the following priorities: combating cyber terrorism, preventing violent and extremist ideologies, blocking the flow of terrorists and terrorist funding, strengthening intelligence exchange, and giving full play to the role of the Security Council.

中方主張反恐要綜合治理,標(biāo)本兼治。地區(qū)不穩(wěn)定和發(fā)展不平衡是恐怖主義的滋生土壤,民族分裂和宗教沖突也使極端思想得以抬頭。妥善處理地區(qū)糾紛,恢復(fù)地區(qū)局勢穩(wěn)定,增強(qiáng)各國治理能力,加快發(fā)展經(jīng)濟(jì),切實(shí)改善民生,就能從根本上解決恐怖主義得以產(chǎn)生蔓延的各種問題。
China believes in a comprehensive response to terrorism that addresses both the symptoms and root causes. Regional instability and development gap breed terrorism, while ethnic disunity and religious conflicts allow radical ideologies to resurface. To fundamentally resolve issues that breed and feed terrorism, we must properly address regional disputes, restore regional stability, enhance the governance capabilities of various countries, speed up economic development and improve people’s lives in tangible ways.

中國希望本次安理會會議成為新起點(diǎn),國際社會做出新努力,打開中東和平與安全的新局面。
China hopes this meeting of the Security Council will be a new starting point, and from here the international community will renew their efforts to open up a new prospect of peace and security in the Middle East.
