歷時兩年的討論,中國政府最終通過了新的醫(yī)療保險方案。該方案旨在為老百姓提供基本公共衛(wèi)生服務,著眼于解決“看病難”的問題。方案指出,到2020年,中國將會建立起一個比較完善的基礎衛(wèi)生體系,主要由以下四方面構成:公共衛(wèi)生服務體系,醫(yī)療服務體系,醫(yī)療保障體系和藥品供應保障體系。

The central government has issued a blueprint for health care over the next decade. It marks the beginning of much anticipated reforms to fix the ailing medical system and to provide fair and affordable health services for everyone.

public hygiene service, medical care service, health care insurance and medicine supply

  • Public hygiene service system:

basic disease prevention, health education, mother and infant health care, mental health, first aid services

  • Medical care service system:

public hospitals be dominant providers of the services, more room for grassroots-level hospitals and clinics

  • Medical insurance system:

diversified services to cover unemployed, more medical subsidies

  • Medicine supply system:

stricter control of drug distribution and use, more supervision of prices

After two years debate, the new guideline are finally approved. They aim to provide basic health care as a "public service" to the people and address the serious problems of access to health care and unaffordable costs.

Zhang Mao, Vice Minister of Health, said, "The reform has set the key point of the health care as a kind of public welfare. It outlines that the basic health care service will be provided for all people. The scheme has set long term target, and has also paid attention to current problems. It has very strong maneuverability."

The guideline says that by 2020, China will have a basic health-care system covering four major aspects, public hygiene, medical care, health care insurance, and medicine supply.
