Message from Ms Irina Bokova, Director-General of UNESCO, on the Occasion of the International Day of the World’s Indigenous People

In September, the United Nations General Assembly will hold the World Conference on Indigenous Peoples. This will review progress towards the fulfilment of indigenous peoples’ rights, and efforts to implement the 2007 United Nations Declaration on the Rights of Indigenous Peoples.
聯(lián)合國(guó)大會(huì)將在 9 月舉辦世界土著人民大會(huì),審議土著人民實(shí)現(xiàn)各項(xiàng)權(quán)利方面所取得的進(jìn)展和 2007年《聯(lián)合國(guó)土著人民權(quán)利宣言》的落實(shí)工作。 在各個(gè)層面,仍然存在很大差距,教科文組織正致力于協(xié)助彌補(bǔ)這些差距。

Major gaps remain at all levels, which UNESCO is committed to helping to bridge. UNESCO is leading the way in education with two angles of action – a first, to promote the use and survival of indigenous cultures, languages, knowledge, traditions and identity, and second, to provide knowledge and skills that enable indigenous peoples to participate fully and equally in the national and international community.
教科文組織從兩個(gè)方面采取行動(dòng),走在教育領(lǐng)域的前列。首先,促進(jìn)土著文化、語言、知識(shí)、傳統(tǒng)及特性的利用和留存;其次,提供知識(shí)和技能,幫助土著人民完全、平等地參與到國(guó)內(nèi)和國(guó)際的事務(wù)當(dāng)中.

We are taking this forward also in the context of the post-215 development agenda. With our partners, we are advocating for an ambitious and comprehensive education goal that provides due respect to local knowledge systems, including those of indigenous peoples. In the field of culture, UNESCO is working with States to recognize the role of culture as an enabler and a driver of inclusive, sustainable development. For effective and meaningful ownership of all development efforts, we must build on cultural diversity through all public policies and measures.
我們還將在 2015 年后發(fā)展議程的背景下推進(jìn)這項(xiàng)工作。我們與合作伙伴一道,倡導(dǎo)一個(gè)宏大的綜合教育目標(biāo),充分尊重當(dāng)?shù)氐闹R(shí)體系,包括土著人民的知識(shí)體系。在文化領(lǐng)域,教科文組織協(xié)同各會(huì)員國(guó),認(rèn)可文化在包容、可持續(xù)發(fā)展中所發(fā)揮的促進(jìn)和推動(dòng)作用。為了有效、有益地在所有發(fā)展工作中發(fā)揮自主作用,我們務(wù)必把各項(xiàng)公共政策和措施建立在文化多樣性的基礎(chǔ)之上。

In December 2013, the United Nations General Assembly adopted a third milestone resolution on “Culture and Sustainable Development” (A/C.2/68/L.69). This acknowledges the linkages between culture and the three pillars of sustainable development, as well as with peace and security, encouraging States to give due consideration to culture in the post-2015 development agenda. Highlighting the link between cultural and biological diversity, the Resolution also underlines the positive contribution of local and indigenous knowledge in tackling environmental challenges.
2013年12月,聯(lián)合國(guó)大會(huì)通過了第三個(gè)里程碑式的決議——《文化與可持續(xù)發(fā)展》(A/RES/68/223)。決議認(rèn)可文化與可持續(xù)發(fā)展的三大支柱之間、文化與和平及安全之間的關(guān)聯(lián),鼓勵(lì)會(huì)員國(guó)在 2015 年后發(fā)展議程中合理考慮文化因素。決議還強(qiáng)調(diào)了文化多樣性和生物多樣性之間的關(guān)聯(lián),突出了當(dāng)?shù)睾屯林R(shí)為應(yīng)對(duì)環(huán)境挑戰(zhàn)所做出的積極貢獻(xiàn)。


UNESCO’s Local and Indigenous Knowledge Systems programme is the spearhead of our action – to advance respect for indigenous peoples’ rights to maintain, control, protect and develop their traditional knowledge, and to participate in environmental decision-making.
教科文組織的“當(dāng)?shù)睾屯林R(shí)體系”計(jì)劃是我們行動(dòng)的先導(dǎo)——為的是加強(qiáng)對(duì)土著人民維護(hù)、掌握、保護(hù)、發(fā)展其傳統(tǒng)知識(shí)、參與環(huán)境決策等權(quán)利的尊重。

To this end, we are working to promote the role of indigenous knowledge in major intergovernmental environmental processes. The 5th Assessment Report of the Intergovernmental Panel on Climate Change was important in this respect, concluding that knowledge systems, “including indigenous peoples’ holistic views of community and environment, are a major resource for adapting to climate change”. The Intergovernmental Platform on Biodiversity and Ecosystem Services has adopted recognition of indigenous and local knowledge as one of its operating principles – with a Task Force focusing on this issue, for which UNESCO has been designated as the technical support unit.
為了這一目標(biāo),我們正在致力于促進(jìn)土著知識(shí)在政府間環(huán)保進(jìn)程當(dāng)中發(fā)揮作用。在這一方面,《聯(lián)合國(guó)政府間氣候變化專門委員會(huì)第五次評(píng)估報(bào)告》十分重要,報(bào)告認(rèn)為,“包括土著人民對(duì)社區(qū)和環(huán)境的全面認(rèn)識(shí)在內(nèi)的”知識(shí)體系,“是適應(yīng)氣候變化的重要資源”。生物多樣性和生態(tài)系統(tǒng)服務(wù)政府間科學(xué)政策平臺(tái)將認(rèn)可土著知識(shí)和當(dāng)?shù)刂R(shí)作為其業(yè)務(wù)準(zhǔn)則之一,并就這一問題設(shè)立了工作組,教科文組織則被指定為技術(shù)支持單位。

The International Day of the World’s Indigenous People is a moment to acknowledge the vital contribution of indigenous peoples to innovation and creativity, to sustainable development as well as to cultural diversity. It is also an opportunity for all to mobilise to bridge the gaps that remain to the fulfilment of indigenous peoples’ rights. This is essential today and tomorrow, as we shape the new post-2015 development agenda.
值此世界土著人民國(guó)際日之際,我們感謝土著人民為創(chuàng)新和創(chuàng)意、為可持續(xù)發(fā)展、為文化多樣性所做出的重要貢獻(xiàn)。國(guó)際日也提供了一個(gè)機(jī)會(huì),將所有的人都動(dòng)員起來,彌合那仍舊阻礙土著人民實(shí)現(xiàn)其權(quán)利的鴻溝。無論今天還是明天,這一點(diǎn)對(duì)于我們制定 2015 年后新的發(fā)展議程而言,都是至關(guān)重要的。
