背景介紹:

近年來,“見危不扶”、“見死不救”、“救而被污”的現(xiàn)象屢見報端,“英雄流血又流淚”的現(xiàn)象時有發(fā)生。 2013年10月14日下午,因先后提醒兩名乘客注意小偷行竊,廣東東莞106路公交車司機黃光現(xiàn)和售票員被刺傷。事發(fā)時,車上20多名乘客全都嚇得躲向公交車尾部,沒人敢伸出援手。

2013年11月8日凌晨,甘肅榆中的薛自彬路過榆中縣西環(huán)路時,突然聽到女孩求救,于是沖上前去讓女孩得以脫身,但他卻遭到襲擊,面臨下肢截癱。事發(fā)幾天后,薛先生希望通過報紙能找到當晚他救下的這名女子為他作證。

見義勇為無疑是高尚的,相對的,對于“見死不救”及“見義勇為”的獎懲制度,讓我們看看以下別國的法律規(guī)定:

A.任何人對處于危險中的他人,能夠個人采取行動,或者能喚起救助行動,且對其本人或第三人均無危險,而故意放棄給予救助的,處5年監(jiān)禁并扣50萬法郎罰金。

Personally speaking, I hold the opinion that even if these rules were legislated into our laws, it wouldn't put an end to some people's indifference thoroughly. It's more than merely a problem of our legal system. In essence, it is mostly concerned with people's weak social morality consciousness. I always remember the saying "rose to others, scent left in hand." Maybe now you're not strong enough to protect everyone from danger, but if you're very brave and also full of social responsibility, you'll become an admirable person. All of us are disgusted to be forced by someone to do something, even if by the laws because we are all free and we want to follow our own will. Therefore, if these bonus-penalty rules were adopted by our laws, it may has binding force on people's behavior to a certain degree, but in the long term it will not work in the cultivation ofpublic?morality. Just as Deng Xiaoping had said, grasp with two hands and both hands should be powerful, it can also be applied to this problem. While encouraging people to offer aid to the underprivileged, our nation should also improve the corresponding reward systems in case those who offered help gain nothing but being sued.
