The President has appointed MECO Chairman Amadeo R. Perez as his personal representative who will convey his and the Filipino people’s deep regret and apology to the family of Mr. Hung Shi-chen as well as to the people of Taiwan over the unfortunate and unintended loss of life.

Upon orders from the President, the National Bureau of Investigation has already started the investigation and is committed to a thorough, exhaustive, impartial and expeditious investigation of the incident. The NBI has given this case the highest priority.

The Philippine representative to Taiwan has reached an agreement with authorities in Taiwan over last week’s shooting death of a Taiwan fisherman by the Philippine Coast Guard. The Philippine government has agreed to some demands by the Taiwan authorities, including making an apology and clarifying the truth. Taiwan responded by saying it would suspend its decision to impose sanctions until Wednesday. BUT, the two sides are still divided on the issue of compensation and the details of the apology.

The Philippine representative to Taiwan delivered a letter of goodwill to Taiwan.

At a joint news conference with Taiwan foreign affairs chief, Antonio Basilio said the Philippine government has agreed to pay compensation to the fisherman’s family and promised a joint investigation into the incident.

"The Filipino people and the government understand the hurt and grief that the Taiwan people have felt as result of the death of one of their own fellow citizens," Philippine representative to Taiwan Antonio Basilio said.

He confirmed that the chairman of the Manila Economic and Cultural Office, Amadeo R Perez Jr, would be arriving on Wednesday to reiterate the apology and offer financial support to Hung’s family.

9日，臺(tái)灣地區(qū)漁船“廣大興28號(hào)”遭菲律賓公務(wù)船無(wú)預(yù)警掃射，造成65歲的船員洪石成中彈身亡。11日晚，馬英九向菲律賓提出道歉、賠償、懲兇等多項(xiàng)要求，促菲方72小時(shí)內(nèi)回應(yīng)，否則將采取凍結(jié)菲律賓勞工輸入、召回“駐菲臺(tái)北經(jīng)濟(jì)文化辦事處代表”、要求菲“駐臺(tái)北馬尼拉經(jīng)濟(jì)文化辦事處代表”離臺(tái)等制裁措施。

臺(tái)灣方面對(duì)菲律賓的72小時(shí)通牒于15日零時(shí)到期，菲“代表”白熙禮14日晚抵臺(tái)，最后確定答應(yīng)臺(tái)方要求的三項(xiàng)條件，包括道歉、懲兇等，但賠償部分還未正式敲定。

馬英九辦公室15日表示，由于菲律賓政府授權(quán)不夠、誠(chéng)意不足、反復(fù)不定，馬英九表示強(qiáng)烈不滿，無(wú)法接受如此輕率敷衍的態(tài)度，即刻三項(xiàng)制裁全面啟動(dòng)，包括凍結(jié)引進(jìn)菲勞工、召回“駐菲律賓臺(tái)北經(jīng)濟(jì)文化辦事處代表”及要求“駐臺(tái)北馬尼拉經(jīng)濟(jì)文化辦事處代表”返回菲律賓，協(xié)助進(jìn)行妥善處理。

臺(tái)灣行政機(jī)構(gòu)負(fù)責(zé)人江宜樺15日表示，擔(dān)任菲特使的“馬尼拉經(jīng)濟(jì)文化辦事處”理事主席培瑞斯15日抵臺(tái)，若不能帶來(lái)符合臺(tái)灣方面通牒要求的正式聲明，將啟動(dòng)第二波8項(xiàng)反制措施。
