Eleven people have been killed and more than a hundred wounded in a blast that struck a metro station in the Belarussian capital Minsk.

President Alexander Lukashenko says that the incident was aimed at undermining peace and stability in the country.

Oktyabrskaya station is a key transit point in Minsk's subway system.

Initial probes showed that the blast ripped through the second compartment of a packed commuter train during afternoon rush hour.

The deadly explosion has crippled the capital's public transport system, causing severe congestion on the streets.

The two lines of the metro system, which intersect at the Oktyabrskaya station, have stopped operation.

Mjor Lastovski, Minsk Police Spokesman, said, "Working at the site are officers of the general prosecutor's office and of the interior ministry. The city of Minsk is in the state of high level of danger, and personnel at the interior ministry are working in a state of heightened security. In addition, I want to address the people of Minsk and tell them it is better not to panic. It is important now to be vigilant, because the event is really one of an emergency nature."

Local media reported that Belarussian prosecutor's general office has designated the metro blast a terrorist attack.

President Alexander Lukashenko soon arrived at the scene, extending condolences to the victims and laying flowers in tribute to those killed.

At an emergency meeting that night, he called the blast a "serious provocation" against the authorities. Lukashenko demanded a swift investigation and that the perpetrators be brought to justice.

He linked the explosion to a 2008 bomb at a rock concert which wounded about 50 people.

Lukashenko announced that Russia has offered help in the investigation, and that Belarussian departments will cooperate with the Russian side.
