But now you must be cautious of MMS, as you may be heavily charged by your mobile network operator, even if you do not use the service. A Beijing mobile user Li Qiang has encountered this situation

"From 6 am to 10 am on March 21st, I have been charged over 130 yuan for 441 multimedia messages that were recorded to be sent out by my mobile phone. But I never sent any multimedia messages that day, and I did not find any problem or virus with my phone."

According to statistics on nationwide telecommunications, more than 784 billion messages and multimedia messages were sent by mobile phone users in 2009. Many people complain that they have found such problems with their bill regarding multimedia messaging service.

However, they are told by customer service that their charging system indeed shows the records of multimedia messages sent by the user. Looking through a statement of 500 messages and multimedia messages, 7 messages were charged twice. And the mobile user even realizes a phone number that has never existed has received his messages.

According to China's telecommunication industry standard, only one statistical discrepancy among 10,000 records can be considered normal. However, for a mobile phone user in Hainan province, within a month, 7 of his 162 calls had been mistakenly charged.

"According to the telecommunication standard of our country, the discrepancy rate of the billing system can not be higher than one-in-ten-thousand. That is to say the mobile phone users could meet the situation of seven mistakes in a one-month bill every 300 billion years. It's hard to believe such discrepancy is due to the billing system itself."

The billing system has charged more money because it has divided the call duration into several parts, and charges each part by rounding up.

A mobile user in Hainan says he should pay for 16 minutes of phone time, but he has been charged for 17 minutes after his call is divided into four parts.

In addition to the mistaken charges in messaging and with the calling service, some users complain that they have been charged for a GPRS flow, even if they did not use their mobile phone to surf the Internet.

Statistician An Hongzhi says one possibility is the billing records can be manually revised. Therefore, a mobile phone user asks if the network operator can revise and delete the recorded data without any notice to the mobile users, how the users' right can be ensured.

In order to change this situation, some people advise that more legal support should be given to the consumers who have found this problem. Meanwhile, surveillance of the mobile network should be strengthened.
