特朗普上任以來，風(fēng)風(fēng)火火地每天都要搞個大新聞，世界人民看得目瞪口呆。

Vox新聞?wù)f：
特朗普上任才14天，用外國領(lǐng)導(dǎo)人的話來說，“特朗普日常發(fā)火”（normal Trump tantrum）已經(jīng)成常態(tài)了。

而且他發(fā)起火來六親不認(rèn)。這兩天，他的火力都集中到澳大利亞身上了，這可是美國的忠實盟友（staunch ally）啊。

昨天他發(fā)了條推特，怒罵奧巴馬的澳洲難民安置計劃是個“dumb deal”：


“你們能相信么？奧巴馬政府居然同意把澳大利亞上千個非法移民接到美國來！這是為什么？我要研究研究這個傻帽協(xié)議！”

網(wǎng)友笑稱這是在直播批奏折啊。

讓特朗普如此火大的協(xié)議是什么呢？簡單來說是這樣的：

During former president Barack Obama's administration, the United States agreed to resettle up to 1,250 refugees from Australia who are living on islands in detention centers off the mainland due to strict government policies. Many of them are from the seven countries affected by Trump's travel ban.
奧巴馬政府當(dāng)權(quán)時，美國同意安置來自澳大利亞的1250名難民，這些難民因為嚴(yán)苛的政策只能生活在澳洲大陸外的小島上的臨時收留所里。其中很多難民都來自特朗普禁令中禁止入美的七個國家。

In return, Australia would resettle refugees from El Salvador, Guatemala and Honduras.
作為交換，澳大利亞同意安置來自薩爾瓦多、危地馬拉、洪都拉斯的難民。


然后媒體爆料稱，就在1月28日，特朗普和澳洲總理特恩布爾（Malcolm Turnbull）通電話時因為這件事當(dāng)場發(fā)火，本來計劃1小時的通話，打了25分鐘就被他掛斷。

《華盛頓郵報》的報道稱：
President Trump blasted Australian Prime Minister Malcolm Turnbull over a refu-gee agreement and boasted about the magnitude of his electoral college win, according to senior U.S. officials briefed on the Saturday exchange. Then, 25 minutes into what was expected to be an hour-long call, Trump abruptly ended it.
美國高級官員在簡述28日的這通電話時稱，特朗普因為難民安置計劃怒吼澳大利亞總統(tǒng)馬爾科姆·特恩布爾，又自夸了一番自己在選舉團(tuán)投票中的大獲全勝。然后，這通本應(yīng)持續(xù)1個小時的電話在打了25分鐘后，就被特朗普突然掛斷了。

At one point, Trump informed Turnbull that he had spoken with four other world leaders that day and that “this was the worst call by far.”
特朗普還一度告知特恩布爾，自己當(dāng)天已經(jīng)和另外4個世界領(lǐng)導(dǎo)人通過電話，但這是“目前最糟糕的一次通話”。

Trump accused Australia of trying to export the "next Boston bombers" under the agreement.
特朗普指控澳大利亞企圖利用這一協(xié)議往美國輸送“又一個波士頓爆炸案罪犯”。

“I don’t want these people,” Trump reportedly said.
據(jù)稱特朗普說，“我不要這些人?！?/div>

新聞一出，澳洲媒體都炸了，可憐的總理還要跟媒體解釋，說他并沒有被特朗普摔電話（the Australian Prime Minister was forced to deny that Trump slammed the phone down on him.）。
Mr Turnbull denied that Mr Trump hung up the phone. "The call ended courteously, that's all I want to say about that," he told Melbourne radio station 3AW.
特恩布爾否認(rèn)特朗普掛斷了電話。他對墨爾本之聲3AW稱，“我們很客氣地結(jié)束了通話。關(guān)于這件事我只想說這么多?！?/div>

特恩布爾一面委屈，一面還要維護(hù)美澳的關(guān)系：

"I can assure you the relationship is very strong," he said.
他說，“我向你保證美澳關(guān)系仍然很牢固。”

Mr Turnbull remained confident the resettlement deal of the refugees would continue.
特恩布爾仍然相信兩國的難民協(xié)議能夠繼續(xù)下去。


這通電話被媒體炒得沸沸揚揚，特朗普也做出了回應(yīng)，說“別擔(dān)心”：
"When you hear about the tough phone calls I'm having, don't worry about it. Just don't worry about it. They're tough. We have to be tough. It's time we're going to be a little tough, folks," he said. "We're taken advantage of by every nation in the world, virtually. It's not going to happen anymore. It's not going to happen anymore."

強(qiáng)硬的特朗普上任半個月，已經(jīng)頒布了一系列強(qiáng)硬的行政命令……

我們來盤點一下。

1 墨西哥建墻

1月25日，特朗普一連簽署兩份行政命令，其中之一就是著名的“墨西哥建墻”令。

Donald Trump has signed an executive order calling for a "large physical barrier" between the US and Mexico - the order will jump-start the process of building the wall, which was one of the President's primary campaign promises.
特朗普已經(jīng)簽署一項行政命令，要求在美國和墨西哥之間修建一座“巨型實體屏障”。該命令將快速啟動造墻工程，這是他的主要競選承諾之一。

特朗普告訴國土安全部（Department of Homeland Security）的工作人員：

A nation without borders is not a nation. Beginning today, the United States gets back control of its borders - gets back its borders.
沒有邊境的國家不算是一個國家。從今天開始，美國將重新掌控自己的邊境，奪回自己的邊境。

為解決與墨西哥之間的邊境“危機(jī)”，特朗普下令國土安全部增雇5000名巡察官（patrol officers），移民執(zhí)法人員（immigration enforcement agents）數(shù)量翻三倍。

至于建墻的這筆錢從何而來，特朗普并沒有給出詳細(xì)的計劃，不過他表示：

All it is, is we'll be reimbursed at a later date from whatever transaction we make from Mexico.
反正我們將來一定會以某種形式從墨西哥那里得到補(bǔ)償。

墨西哥總統(tǒng)培尼亞·涅托（Enrique Pena Nieto）則回應(yīng)稱，我們才不！

“Mexico does not believe in walls. I've said it time and time again: Mexico will not pay for any wall.”
“墨西哥不相信建墻（的作用）。我說過多少回了：墨西哥不會為這道墻付錢的?！?/div>

墨西哥華瑞茲市近日還舉行“要擁抱，不要圍墻”（Hug Not Walls）的活動，讓分隔美墨兩國的親屬在邊境線附近短暫團(tuán)聚。

錢到底從哪來？26日，白宮又提出了一個方案：對墨西哥進(jìn)口商品征收20%的關(guān)稅。

白宮發(fā)言人斯派塞（Sean Spicer）稱，

We have a new tax at $50 billion at 20 percent of imports. By doing it that way we can do $10 billion a year and easily pay for the wall.
美國每年從墨西哥進(jìn)口額為500億美元，征收20%的稅，每年可得100億美元，建墻費用就解決了。


2 取消向非法移民庇護(hù)城市撥款

跟“墨西哥建墻”令同時簽署的，是取消給非法移民庇護(hù)城市（sanctuary cities）撥款的命令。
The other executive order signed by the president defunds sanctuary cities like Los Angeles, New York and Chicago that harbor illegal immigrants.
特朗普簽署的另外一個行政命令取消了對洛杉磯、紐約、芝加哥等非法移民庇護(hù)城市的撥款。


停止撥款，也就是要打擊這些城市保護(hù)移民的努力。

美國的聯(lián)邦撥款（Federal grants）屬于美國經(jīng)濟(jì)援助，來自政府收入，通常用于各種社會服務(wù)，比如社區(qū)中心，診所或者低收入人群住房等。

特朗普政府認(rèn)為，非法移民既然不合法，就不應(yīng)該得到這筆援助，美國人民不應(yīng)當(dāng)為這種藐視法律的行為強(qiáng)制付費。

3 限移令

28日，特朗普搞出最大動作，簽署了一項爭議極大的“限移令”。
Trump barred citizens of seven Muslim-majority countries from entering the US for at least the next 90 days by executive order.
特朗普在這份命令中規(guī)定，未來至少90天，七個以穆斯林人口為主的國家公民禁止進(jìn)入美國。

The executive order bars all people hailing from Iraq, Syria, Iran, Libya, Somalia, Sudan and Yemen -- or at least 218 million people, based on 2015 data published by the World Bank -- from entering the United States. Those countries were named in a 2016 law concerning immigration visas as "countries of concern."
被禁止入美的這七個國家是伊拉克、敘利亞、伊朗、利比亞、索馬里、蘇丹、也門，根據(jù)世界銀行2015年的數(shù)據(jù)，這些國家至少包括2.18億人口。2016年的一部移民簽證相關(guān)的法律把這些國家稱為“問題國家”。


而且，這份命令還稱，這七個國家只是開始，未來，這份禁入名單可能還會越來越長……

特朗普不但限移民，還限反“限移令”的官員……

美國代理司法部長耶慈（Sally Yates）30日發(fā)表公開信，直言特朗普“禁令”不合法，特朗普隨即將耶慈撤職：
Donald Trump fired the acting US attorney general Sally Yates after she told justice department lawyers not to defend his executive order banning entry for people from seven Muslim-majority countries.
特朗普日前撤去了美國代司法部長耶慈的職位，后者曾指示司法部律師不要為特朗普針對穆斯林七國的禁令進(jìn)行辯護(hù)。

這一事件被媒體形容為“周一夜大屠殺”（Monday Night Massacre）。

30日，特朗普在社交媒體上發(fā)表聲明，解釋這項“限移令”。
我們來劃下重點：

? 這不是穆斯林禁令。
This is not a Muslim ban.

? 這涉及反恐，是為了保護(hù)我們的國家安全。
This is about terror and keeping our country safe.

? 涉恐的七個國家是奧巴馬政府當(dāng)時提出的。
The seven countries named in the Executive Order are the same countries previously identified by the Obama administration as sources of terror.

? 未來也會對那些逃離壓迫的難民施與同情（在能保證我們國民與邊境安全的情況下）。
We will continue to show compassion to those fleeing oppression ( while protecting our own citizens and border ).

當(dāng)然，不管特朗普怎么解釋，“限移令”在美國國內(nèi)外仍然引發(fā)了巨大爭議和大規(guī)模抗議示威。


科技界的大佬也紛紛批評這一做法。

Facebook CEO馬克·扎克伯格說：

My great grandparents came from Germany, Austria and Poland. Priscilla's parents were refugees from China and Vietnam. The United States is a nation of immigrants, and we should be proud of that.
我曾祖父母分別來自德國奧地利波蘭等地，我的妻子也是來美國逃難的中越混血。美國是個多元化的移民國家，我們應(yīng)該為此感到自豪。

Apple CEO蒂姆·庫克說：

More than any country in the world, this country is strong because of our immigrant background and our capacity and ability as people to welcome people from all kinds of backgrounds. That's what makes us special. We ought to pause and really think deeply through that.
美國比世界上其他任何國家都更具移民背景，我們歡迎各種不同背景的人來到這里，這也是我們國家強(qiáng)大的原因。我們真的應(yīng)該停下來，深刻思考下（“限移令”）了。

微軟CEO薩提亞·納德拉也表示：

As an immigrant and as a CEO, I've both experienced and seen the positive impact that immigration has on our company, for the country, and for the world. We will continue to advocate on this important topic.

目前，紐約一家聯(lián)邦法庭已經(jīng)作出一項裁決，來反對特朗普的命令。

A federal court has granted an emergency stay blocking the deportation of migrants detained at airports around the United States due to Donald Trump's immigration ban.
一家聯(lián)邦法院給那些因為特朗普的“限移令”被困在美國各機(jī)場的移民發(fā)放了緊急居留許可，允許他們不被立刻遣返。


美國各檢察長也在討論對策，試圖對這項行政命令提出司法質(zhì)疑。未來這些移民和難民將何去何從，我們拭目以待吧。
