2016年2月4日，國務院印發(fā)《關于加強農村留守兒童關愛保護工作的意見》，對于農村留守兒童關愛保護工作的責任認定和系統(tǒng)安排提出明確要求。文件一出，立即在各地兩會上引發(fā)熱議。在全面建成小康社會的“倒計時”階段，這樣一份國家層面的有關留守兒童關愛工作責權利的制度性安排，或將成為兩會熱議的話題。
