Libyan State Television has broadcast footage of Muammar Gaddafi driving around the country's capital Tripoli. The footage was shown as NATO forces were conducting more airstrikes on the capital and other major cities.
Looking ebullient while wearing a green canvas safari hat and dark glasses, the national leader stood tall through the sunroof of an SUV.
He then pumped his fists and waved, as bystanders and other drivers cheered loudly.
State television said Gaddafi's cruise took place during NATO air strikes in and around the city, during which three people were killed.
NATO says it has conducted 153 missions in the last 24 hours.
Alliance missiles hit army camps, check points, tanks and armored personnel carriers in Tripoli and the oil town of Brega.
And in Sirte-Muammar Gaddafi's hometown, two men were also killed in the NATO attacks.
But despite this, the Libyan government says they suffered no major loss from the strikes.
Mussa Ibrahim, Libya Government Spokesman said "Some of these airstrikes are meaningless, they are attacking very old army camps, checkpoints and sometimes empty spaces. We noticed that what they care about is the size of these explosions and that it's visible to the civilian population in Tripoli, Sirte and other places."
Ibrahim said there was a notable escalation of NATO airstrikes in western Libya in the past 24 hours, but he dismissed them as "psychological warfare".
