尊敬的戴秉國(guó)國(guó)務(wù)委員，
尊敬的各位使節(jié)、代表和夫人，

We are once again gathered here on this joyful occasion to celebrate the New Year. And we are especially pleased to have with us today State Councilor Dai Bingguo and officials of relevant government agencies to renew friendship with Your Excellencies and other friends, old and new. Over the past year, Your Excellencies Ambassadors and your spouses and other diplomats have worked tirelessly to enhance our mutual understanding and promote friendship and cooperation and made invaluable contributions. On behalf of the Ministry of Foreign Affairs and in my own name, I wish to extend festive greetings to you and express heartfelt thanks to all the friends who have shown care and support for China's diplomacy.

以個(gè)人名義—— in one's own name
撥冗出席—— take the time out of your business to attend, 另外，“百忙之中抽空前來(lái)”譯法也類似，只是將business換成busy schedual而已
新老朋友—— old and new friends, 注意中英語(yǔ)序上的區(qū)別
共敘友誼—— renew friendship，這里自然不能把“敘”直譯為talk或chat這樣的詞，renew “賦予新的活力與生命”、“加強(qiáng)”這樣的涵義更能體現(xiàn)講話人的想法
增進(jìn)相互了解—— enhance our mutual understanding
促進(jìn)友好合作—— promote friendship and cooperation

express與extend是這類句型的優(yōu)先選擇
例：首先，請(qǐng)?jiān)试S我向遠(yuǎn)道而來(lái)的貴賓們表示熱烈的歡迎。
